A little bit of both, I think. Doubtless they got better under Al Golden and Steve Addazio. When we beat them 62-0 in 2006 (Al Golden's first year there), they were the worst college football team I think I had ever seen.
It can be argued that the Big East has gotten worse since they dropped out, losing Miami, Virginia Tech, West Virginia, Pitt, and with the decline of Boston College and Syracuse from strong football programs to irrelevance.
